Benoît Hubert,
President

Mr. Hubert is the President of PGF Consultants. Since 1996, he has been working with public, private and non-profit organizations in the areas of project management, facilitation, strategic planning and capacity building. Mr. Hubert completed his undergraduate studies at the University of Ottawa in Political Science and Canadian History and he obtained his graduate degree from the University of Sussex in England, in the International Relations program (Contemporary War and Peace Studies). He has also volunteered on the boards of the United Way (Ottawa), the University of Ottawa and the Montfort Hospital. Mr. Hubert is a certified professional facilitator, a member of the IAF, and certified by the Center for Creative Leadership to administer and interpret its Benchmarks® 360-degree Assessment Tool. He is fluently bilingual.

Aurèle Thériault,
Founder and Executive Advisor

Mr. Thériault is the founder of PGF and serves as an executive advisor to the company. While directing the firm, he also participates actively in its projects. He has extensive and long-standing experience in each of the firm's three streams of work: organizational development; public policy research and program evaluation; and, international development. In the field of organizational development, Mr. Thériault's expertise includes organizational diagnostics, leadership development, strategic and operational planning, implementation plans, capacity building, and, executive coaching. Mr. Thériault's vast experience in public policy comes from having led, over several decades, numerous high-level consultations coast to coast with government and non-governmental organizations which contributed to the development and implementation of important government initiatives. For a number of years, Mr. Thériault has been offering his expertise in organizational development and public policy to government and non-governmental organizations on the international scene, most recently in Africa and in the Middle-East. Mr. Thériault is fluent in both official languages.

Tatiana Yangoupandé,

Having obtained two graduate degrees, one in Strategy and Prospective from the International Institute of Management (Paris) and the other in Public Administration (Program Evaluation) from the École nationale d'administration publique (Montreal), Ms. Yangoupandé has leading-edge expertise in the management field and mastery of a wide range of tools and practices essential to the strategic and operational management of organizations: strategic planning, results-based management, and evaluation and policy analysis. Ms. Yangoupandé has more than 10 years of experience that combines diversified practice as a manager with the realization of numerous studies and projects as a consultant for various institutions and organizations, both in Canada and internationally. In recent years she has developed expertise in the transfer of international best practices in management to the African continent through the large scale mandates she has conducted in the fields of strategic planning and organizational transformation, and by providing training in results-based management, monitoring and project evaluation.

Stéphane AVJ Courtemanche,

With over 22 years of practice in the consultancy and development field, Mr. Courtemanche is a seasoned professional. He has a wide international experience in West, Central and North Africa, and has been active in organisational transformations, institutional capacity development, strategic analysis, results-based management, participatory management, governance, and project/process design and monitoring. Mr. Courtemanche adds to his work an expertise in conflict management, facilitating difficult conversations, coaching, conciliation and mediation. His most recent consulting endeavours with the Canadian International Development Agency (CIDA) involved extensive institutional capacity building work with ECOWAS, WAEMU, and Moroccan departments. In doing this, he capitalized on a variety of mandates over the years in Haiti, Cameroon, Gabon, Burkina Faso, Morocco, Tunisia and Rwanda in many sectors: governance, economic growth, education/vocational training, health.

Carol-Ann Beaudoin,

Mrs. Beaudoin is a consultant at PGF specializing in leadership development and change management. Since joining PGF, Mrs. Beaudoin has applied her organizational capacities from her previous entrepreneurial and private sector experience to effectively manage multi-faceted initiatives, acting as a liaison with project authorities, coordinating and overseeing all aspects of the project. As a certified feedback provider, Mrs. Beaudoin leverages her knowledge and experience to design and manage a variety of leadership development initiatives including the implementation of mentoring programs in the federal public service. Mrs. Beaudoin has a Bachelor of Science degree from McMaster University and is a registered Change Management Practitioner. She is also certified by the Center for Creative Leadership to administer and interpret its Benchmarks® 360-degree Assessment Tool and communicates effectively in both official languages.

Gaëlle Vanbrugghe,

Ms. Vanbrugghe joined the PGF team in 2012. Previously, she had worked as a consultant in the areas of results based management, strategic and operational planning, and participatory management for several ministries and organizations from various countries, particularly in Africa and Asia. A native of New Brunswick, Ms. Vanbrugghe is fluently bilingual (French and English). She holds a bachelor’s degree in Business Administration from the University of Moncton, a Master’s degree in International Studies from the University of Montreal, and a graduate certificate in Project Management from the University du Quebec à Montreal. She has also been certified as a Project Management Professional by the Project Management Institute.
